The recently published White Paper, which goes some way in achieving the ambition, aims to allow communities to initiate "innovative" transport schemes. There will also be a panel debate taking place in the afternoon:

In an era of austerity how can sustainable solutions within transport be achieved. Is the answer purely with investment or can traditional habits, such as the nation’s love affair with the car, be broken to achieve environmental reconciliation.
