The 5 candidates are:

John I. Carruthers is an Economist in the Office of Policy Development and Research at the U.S Department of Housing and Urban Development; he also holds affiliate faculty appointments in the Department of Urban Design and Planning at the University of Washington and the National Centre for Smart Growth Research and Education at the University of Maryland. Prior to joining the Department of Housing and Urban Development, he was the Director of Research at Greenfield Advisors, a Seattle-based real estate consulting practice and, before that, an Assistant Professor in the School of Planning and the Department of Geography and Regional Development at the University of Arizona. Dr. Carruthers has published widely in regional science oriented journals, including Environment and Planning B, Geographical Analysis, Growth and Change, the Journal of Regional Science, Papers in Regional Science, and Urban Studies. In 2007, the editors of Environment and Planning B nominated his paper (co-authored with Gudmundur Ulfarsson) «The Cycle of Fragmentation and Sprawl: A Conceptual Framework and Empirical Model» for the 2007 Association of European Schools of Planning´s Paper Prize, which honours the best paper published in a European planning journal during the preceding year. Dr. Carruthers regularly attends the meetings of the Association of Collegiate Schools of Planning, the European Regional Science Association, the North American Regional Science Council, and the Western Regional Science Association, and has also served as an organizer for many of these meetings. His professional service includes regular referee work for a wide array of leading scholarly journals, numerous book reviews, and membership on the Board of Directors of the Department of Housing and Urban Development´s daycare centre. In addition to his research and other activities, Dr. Carruthers is a committed educator who genuinely values the time he spends teaching and mentoring students though his university affiliations. He lives in the Washington, DC area with his wife, Renee, and two daughters, Lila and Beatrix.

Antonio Páez, Ph.D., Associate Professor (Tenured), Centre for Spatial Analysis/School of Geography and Earth Sciences, McMaster University (Canada)
Antonio trained in civil engineering in Mexico, and spatial information science and regional planning in Japan. His research is in the fields of spatial analysis, transportation and land use, and travel behaviour. His early contributions are applied and methodological work in spatial analysis in general and geographically weighted regression (GWR) in particular. Antonio has used spatial models to investigate the relationships between transportation infrastructure and land use, travel behaviour, land values and housing prices, and locational decisions. His research has had a strong geographical analytical flavour, and has placed a special emphasis on the formal study, by means of spatial statistical models, on the interactions and contextual variations between places, and more recently also between people, drawing from spatial statistical and social networks concepts. To date, his research has produced findings and developments that have been published or accepted for publication in journals with both international and multidisciplinary audiences, such as Environment and Planning A and B, Urban Studies, ASCE Journal of Urban Planning and Development, GeoJournal, Geographical Analysis, the Journal of Transport Geography, the Journal of Geographical Systems, and the Transportation Research Record. Other publications have appeared in journals with a more regional focus such as the Journal of the Eastern Asia Society for Transportation Studies and the collected papers of the Japanese Institute of City Planning. His service for the Regional Science Association International has involved coordinating the RSAI Dissertation Competition for the past three years (2005: 3 theses, 2006: 6 theses, 2007: 19 theses). For the North American Regional Science Council, he has organized sessions on Spatial Analysis of Urban Systems in 2005 (4 sessions), and co-organized Spatial Statistics and Econometrics in 2006 (9 sessions) and 2007 (15 sessions). He is currently leading a project to produce an edited volume to be published by Springer (Advances in Spatial Sciences) with current research in Spatial Analysis.

Daniel Shefer is a Professor of Urban and Regional Economics at the Technion- Israel Institute of Technology. He holds the Kunin-Lunenfeld Chair in Urban and Regional Planning and is the former Dean of the Faculty of Architecture and Town Planning at the Technion where he has taught since 1970. He is a graduate of UC Berkeley (BLA), Harvard University (MCP), and the University of North Carolina at Chapel Hill (PhD) in Planning and Economics. Professor Shefer has served as Senior Economist in the urban and regional economics Division of the World Bank in Washington DC, and as a visiting Professor at the Tinbergen Institute in Amsterdam. He has also been a Visiting ProfessorScholar at several leading Universities in the US and recently, held an appointment as a Visiting Fellow at the Taubman Centre, Kennedy School of Government, Harvard University. His areas of expertise are: urban and regional economics, joint transportation and land use modelling, modelling urban and regional economic growth, technology transfer, economic and technological aspects of industrial location, and various aspects of transportation and environmental economics. He has published widely in these fields – several books, and over one hundred articles. Dan has been a loyal member of the RSAI for many years. He is serving as a member of the ERSA Prize Committee, and served as Chairman of that committee for 5 years, from 2000 to 2006. In the past he served for several years as the President of the Israeli Section of the RSA.

Terry L. Clower is associate director for the Centre for Economic Development and Research at the University of North Texas (UNT). He is also an associate professor of applied economics at UNT. Dr. Clower´s research focuses on regional economic development, urban issues, trans
portation, and related policy studies. He has been an active member of RSAI since 1997. Terry currently has memberships in WRSA, ANZRSAI, BIRSAI, SRSA, NARSC.

Charlie Karlsson is Professor of the Economics of Technological Change at Jönköping International Business School (JIBS), Jönköping University, Jönköping, Sweden and Guest Pro¬fessor of Economics at University West, Uddevalla, Sweden. At JIBS he is director of CISEG (Centre for Innovation Systems, Entrepreneurship and Growth) of INA (The Institute of Industrial Research) and of JIBS/CESIS (Centre of Excellence for Science and Innovation Studies). He is also Associate Professor («docent») in Regional Planning at the School of Architecture and the Built Environment at the Royal Institute of Technology, Stockholm. He is currently nominated for a Chair in Industrial Economics and Organisation at Blekinge Technical University.

Charlie holds a BSc and an MSc in Economics from Gothenburg University and a PhD in Economics from Umeå University. During his career he has been Assistant Professor of Economics at Gothenburg University, Karlstad University College, and Jönköping University College, expert on workers´ co-operatives at the Ministry of Industry in Stockholm, research leader for the Regional Science Research Unit, Karlstad University College, and
senior re¬search fellow at the Centre for Regional Research at Umeå University (CERUM) and at the Institute for Futures Studies in Stockholm. He has also served as a researcher for the Delegation for Metropolitan Development at the Prime Minister´s office between 1988 and 1990. Between 1990 and 1994 he worked full time as project leader for the project that led to the establishment of Jönköping International Business School in 1994. From 1994 till 2000 he served as Associate Dean at JIBS responsible for developing internationalisation including agreements on student exchange with foreign universities. He has for many years worked as an independent consultant on regional and industrial development.

In his research, he has focused infrastructure economics, urban economics, the economics of technological change, economic growth, international trade, regional economics, spatial industrial dynamics, entrepreneurship and small business economics, and the economics of R&D and higher education.

3) Other RSAI prizes 2008
a) The Hirotada Kohno Award for Outstanding Service to the RSAI A nomination of a candidate for consideration for the Award must be made in writing by the President and/or Secretary and/or Executive Officer of an official body within RSAI – that is, the RSAI itself; NARSC, ERSA, PRSCO; or a Section of RSAI. A written nomination of a candidate for consideration for the Award must include a detailed statement of the nature of the service contribution a candidate has made to RSAI. It must explain how and why that service contribution of the nominee meets the goal of the Award. It should contain testimonials from at least three persons who have held high office and/or currently hold high office in the organization within RSAI that is making the nomination. It must be demonstrated that the long and outstanding service of the nominee extends beyond the local Section of RSAI in the case where a Section of RSAI is initiating the nomination.

b) The Peter Nijkamp RSAI Research Encouragement Award for an Early Career Scholar from a Developing Country

The Award recognizes the outstanding potential of an early career researcher from a nation in the developing world and in which there is a formal Section of RSAI, and seeks to encourage the development of the early career scholar as a high quality researcher in the field of Regional Science and as a participant in the international Regional Science community. Eligibility to apply for the Award is restricted to early career researchers, defined as person in full time employment in either a teaching or a research position in a university or research institution in a developing nation in which there is a member section of RSAI, and who has held their doctoral qualification for no mote than seven (7) years as at the 31 December in the year in which they apply for the Award. An applicant for the Award must have been living in that or another developing nation continuously for at least the three year period from the 31 December of the year in which the application for the Award is made.

An applicant for the Award must be a member of RSAI. The Award is made for what is judged in part on an evaluation of the quality of a written formal research paper on a topic in Regional Science, formatted in accordance with the requirements for submitting a paper Papers in Regional Science, and in part on an evaluation of the research track record and performance of the applicant as demonstrated in a full Curriculum Vitae.

CULTURE, COHESION AND COMPETITIVENESS: REGIONAL PERSPECTIVES

27-31 August 2008, Liverpool, UK

Chosen as European Capital of Culture for 2008, Liverpool has been the focus for numerous regeneration initiatives. The city has changed dramatically in the last decade and is emerging as one of the UK´s leading centres for learning, culture, entertainment, sport and endeavour. The 2008 ERSA Congress, jointly hosted by the Department of Civic Design at the University of Liverpool and the British and Irish Section of the Regional Science Association International, will provide an excellent opportunity to see, and reflect on, the substantial progress that has been made. The overarching theme for the Congress, ´Culture, Cohesion and Competitiveness´ encapsulates a number of different aspects that are topical and relevant, not only for Liverpool but also across the whole of Europe.
